745 - An essential file is missing.
Re-install Dial-Up Networking
Windows 95/98/Me
This error may occur if a dial-up networking .dll file is
missing or damaged.
Microsoft has published an article describing how to
resolve this problem. Removing and re-installing dial-up networking may not
resolve this problem, and it may be necessary to also edit the registry as
describe in MS
KB #174579.
This error can also occur if the password list (.pwl) file is
damaged. In addition to DUNS Error 745, other errors may occur including invalid
page faults, a TCP/IP warning, and/or the computer locking up. See MS
